The Great Silk road as creation and development key of new social infrastructure model
Abstract
This article discusses the issues of the Chinese initiative “One Belt – One Way” and the position of Kazakhstan in the establishment and development of a new model of the country’s social infrastructure. The project includes plans for the establishment of the New Silk Road, which passed through Kazakhstan, Russia and Central Asia to Europe, and the Sea Silk Road of XXI century, linking China, India, Pakistan, Africa and reduce shipping lanes for 1,200 kilometers. The silk way not just developed trade, it stimulated an exchange of the best practices, achievements, knowledge of that time, promoted strengthening of the world and dialogue of big Eurasia throughout centuries. Development of Asia for the last decades has shown need of closer interaction in the Asian region, and also Asia with Europe and America. Author noted that the project “One Belt — One Way” has development ways in five measurements: political, trade, transport, financial, human. During this idea the President of the Republic of Kazakhstan has at once supported this idea, and we have begun its practical development. The “One Belt — One Way” project becomes one of the largest projects of 21 centuries. It connects and unites nearly three quarters of the population of our Earth, creates absolutely other system of interaction and cooperation which will promote a new cross-border exchange, investment and business cooperation, so diversification of our countries. Also the President of Kazakhstan has put forward new economic policy “Nurly zhol” – “A way to the future”, which became the response of Kazakhstan to the new economic reality caused by decrease in rates of global growth and the low prices of oil. The program purpose – to continue modernization of economy of Kazakhstan and to adapt it to the new directions of global economy. The author argues that sociology studies show that modern Silk Road is a global strategy, which designed for the long term. According to some estimates, its implementation would take about 30 years.
