SOCIAL POLICY IN RELATION TO RURAL-URBAN MIGRATING FAMILIES: A HUMAN RIGHTS ANALYTICAL APPROACH

Abstract

In Kazakhstan, the process of rural-city migration is intensifying every year. In urban conditions, families often have a low standard of living, experience difficulties in social integration, and face institutional and interpersonal discrimination. These families are in a vulnerable situation and State social support measures can prevent their marginalization. Kazakhstan, as a welfare state, undertakes to create conditions that ensure a decent life for citizens.

The purpose of this study was to analyze social policy in relation to families migrating village-city, from the point of view of the realization of social and economic rights.

The basis for the analysis of social policy was the human rights approach proposed by S.G. Gabel. The study adapted the questions presented in the author's approach. The problems of quality of life and social integration of migrant families were considered from the point of view of the conditions necessary for the realization of the rights to housing, work and equal pay, access to health services and education. The analysis also examined the context of the problem of adaptation of migrating families and the implementation of cross-cutting human rights to participation, accountability, non-discrimination and equality.

The results of the study showed that migrant families do not have equal access to employment and housing programs with urban residents. The main reason for this situation is connected with the Kazakh system of registration at the place of residence. The results of the study indicate the need to promote the principles of social justice in social policy in relation to this category of citizens. This leads to the actualization and practical significance of such studies.
