In 2014, the government of Kazakhstan launched a state program called "Mangilik El Zhastary - Industriyga!" - "Serpin-2050." The program's purpose is to prepare specialists from the rural youth in the southern regions of Kazakhstan. Throughout the program's implementation, several issues related to fulfilling its conditions remain unresolved, such as providing assistance in employment for university graduates. This paper presents the material obtained from a focus group study involving students from universities participating in the implementation of this state program. The research focused on the motives for participating in the "Serpin" program and fulfilling its conditions, students' satisfaction with the quality of education, material and technical equipment of universities, dormitory conditions, and leisure organization.
An analysis of the literature showed that in Kazakhstan the issues of population resettlement from densely populated regions to sparsely populated areas, support for young families who took part in the resettlement program, including the Serpin program, have not been studied.
This paper presents material obtained during a focus group study with the participation of students from universities participating in the implementation of this state program. The study involved first-year students of Pavlodar Pedagogical University, Kostanay Regional University named after A. Baitursynov, North Kazakhstan University named after M. Kozybayev and Karaganda University named after Academician E.A. Buketov. The analysis served as a basis for a more in-depth investigation into the effectiveness of the state program and the responsibility of parties involved (universities and students) regarding the fulfillment of contractual conditions.
The study focused on the motives for the participation of applicants in the Serpin program and the fulfillment of its conditions, the level of satisfaction of students with the quality of education, the material and technical equipment of universities, living conditions in the hostel, and the organization of leisure time.
The results of the research and the proposed recommendations will be of interest to the heads of departments in working with students.
