Social aspects of industrial-innovative development of Kazakhstan

In modern conditions of dynamically developing processes of competition and technological progress innovations serve as the basis of progress of the national economy and a key factor in ensuring the competitiveness of enterprises. The country’s economy can successfully compete on the market subject to constant improvement of goods and services, development of new directions. As is known, new product development, innovation, introduction of innovations are essential characteristics of performance both at the macro - and microeconomic levels.
Innovative way of socio-economic development is becoming an urgent problem for Kazakhstan. The situation analysis shows that in the real economy the resources for increased production are mainly exhausted due to extensive factors. It is necessary to ensure the modernization of the economy by introducing modern technologies and maximize the use of intellectual potential of the country. The implementation of economic strategy determines the implementation of the major directions of social policy in line with the innovative development of Kazakhstan’s society.
The paper pays particular attention to the difference between the concept of industrial development and industrial innovation razvitie.Esli first is the process of improving the professional and industrial foundations of the economic system, the second means improving industialno-professional formed the foundations of this economy, modernization of the industry to the new situation.
The article is written on the basis of the survey of 33 experts. The survey was aimed at clarifying the relationship and expert judgment-level innovation in different sectors of the economy of Kazakhstan. The results show that the intensity of innovation in the sectors of the economy at a low level. Particularly in higher education, government and small business innovations being introduced slowly.
The article shows the following factors hampering innovation in the economy of Kazakhstan: a lack of highly qualified technical personnel; unregulated frequency of innovations in public policy in the fields of science, new technology, low initial level of technological equipment and management in enterprises: no settlement system innovation at national, regional and sectoral level.
