Abstract

Corruption, no doubt, for a long time is one of the most complex and important problems of humanity, as during the whole of our civilization, the activity of the state apparatus was accompanied throughout this nega­ tive social phenomenon. In addition, each socio­political and economic system now produces its own varieties of corruption, violating the normal functioning of public authorities and creating additional obstacles to the emergence and development of legal public relations. As a consequence, corruption could not be completely eradicated even in any society, neither in developed democracies, or in countries undergoing difficult transition processes. In the modern world, corruption raises serious problems and threats to the security and stability of any society. This social phenomenon, taking a variety of outlines ­ from bribery to abuse of power ­ discredits the democratic and social institutions and values, violates ethical, moral and legal norms and damage the rule of law and national security of any state.
