Abstract

The article raises the question of the problem of the institutionalization of health insurance in Kazakhstan as a new form of social protection. The purpose of a scientific article is to study the stages of formation of health insurance and its implementation with the transformation of the socio-economic system in the country since independence to the present day. The relevance of the topic chosen due to the fact that the annual increase budget financing of health care and the development of modern medical technology and an increase in costs and demand for medical services. Today, in many developed countries health system effectiveness is provided by the principle of social solidarity, which is possible only with the introduction of health insurance. Taking into account the complexity of the issue and the challenges facing health care in Kazakhstan in the future, it is particularly important to study the effectiveness of the introduction and institutionalization of health, in particular the compulsory insurance. The author also does not shy away from the legal portion of the project. One of the problems of health insurance is the competition between the insurance funds for the patients. In Kazakhstan develops differs from other countries in the organizational and functional model of the compulsory health insurance. It suggests a lack of insurance companies, because they are only considered as an additional mediator between HIF and health care organizations that provide assistance to the insured. Market relations in health care will open the prospects for the development of the competitiveness of the medical institutions and improving the level and quality of medical services, as well as give impetus to the development of medical services.
