Family is one of the major social institutions, along with the economic and political systems, religion and education. To downplay the role of the family is difficult, because no other social group does not bring as much value for normal physical and cultural reproduction of society. The Republic of Kazakhstan pays great serious attention to the development of the family. Since 1995, the country has an advisory body - on the Family Council, Women and Demographic Policy under the President of the Republic of Kazakhstan, which in 1996 was converted into the National Commission for Family and Women Affairs, and in 2006 the National Commission on Family Affairs and Gender policy under the President of the Republic of Kazakhstan. The same representative committee exist at the local level, forming a strong institutional mechanism for setting priorities and making recommendations in order to create a comprehensive state policy on family, women and children. Today in the Kazakhstani applied science been an increasing interest in family and marriage, which is due to several reasons. Known that a third of all marriages is unsustainable in Kazakhstan. Family instability leads to an increase in single-parent families, reduces parental authority, which are reflected on the possibilities of the formation of new families, the health of adults and children. In general, this indicates such extremely negative and destructive social phenomena, as a weakening of the institution of family and family relations, family prestige decline, collapse of family relations, gender parity imbalance. The strengthening of marriage and increase in the proportion of married population becomes important national issue due to lowering birth rate. Solving such problems is impossible without studying the mechanisms of family relations. Socio-psychological climate in the family determines the stability of the relationship, has a decisive influence on the development of both children and adults. The fight against negative social phenomena (alcoholism, drug addiction, rising crime, mental illness) cannot be effective unless take into account the role of marital relations in the occurrence of these phenomena. All this proves the need for constant monitoring of family, relations of Kazakhstan to family values and thus the development of effective measures of social support to the family, including by the government.
